MEMORANDUM

October 5, 2005

TO: Department Heads, Unit Leaders, and District Directors

FROM: Bob Westerman, Jim Trapp

SUBJECT: FY06 TEAM INITIATIVE PROGRAM (TIP)

Attached is an announcement inviting applications for the FY06 TEAM INITIATIVE PROGRAM (TIP). This program is intended to provide support and incentive for the Initiative Teams formed in the spring of 2004 to begin to function (see the attached listing of these teams). These teams were designed to be both multidisciplinary and integrated across research and extension with both on-campus and off-campus extension professionals included on many of the teams.

A listing of the membership of these teams will be forth coming after modifications are made to reflect new hires and separations since their formation. Requests to transfer or be added to a team, or to form a new team or disband a team will be considered by the DASNR administration.

Proposals for the TIP program must originate and be coordinated by one of the designated Initiative Teams. Individual proposals need not include an entire team and may recruit individuals not named to the team if justification exists for doing so. As an initial step to coordinating this process, all Initiative Teams have been assigned one department head as their administrative leader. Each administrative leader should convene their assigned teams as soon as possible and lead the team in selecting one member as a "Team Coordinator".

All Initiative Teams are asked to do the following no later than 5:00 p.m., November 30, 2005:

  1. Select a Team Coordinator;
  2. Identify and briefly describe the teams top 5 to 10 priorities within the team's program scope (the Team Coordinator should submit a 1 to 3 page summary of these priorities to the Associate Directors of Research and Extension as well as to the team's administrative leader;
  3. Submit a minimum of one TIP funding proposal that is consistent with the priorities identified by the team and the priorities identified by TIP.

The TIP Program

The TIP program is intended to increase team work and collaboration to meet stakeholder needs in Oklahoma. Proposals must address one of the 2nd Century priority issues. These include:

Initiative Teams can submit proposals to any of the priority areas. In most cases the team priorities and proposals will focus on only one priority area. However in cases when a team is submitting more than one proposal, one or more of the proposals may be in a different priority area.

Up to $667,000 of OAES funding and up to $300,000 of OCES funding will be provided to the TIP program. OAES funds will require a department match of one dollar for every two dollars of OAES/TIP funds making it a $1,000,000 program. OCES funds will not require matches. Proposals can be of three types: a) those that address research projects only; b) those that address extension programs only; and c) those that are multi-functional and include integrated research and extension programs. Integrated proposals will be eligible for both OAES and OCES funding.

There are restrictions to the size, duration of the projects, source of matching funds and personal appointments. Read the announcement carefully. If you think you may be interested in applying for OAES funding you should discuss the need for matching funds with your department/unit head as early as possible in the application process. In some cases matching funds may come from more than one department.

Proposals are due in the Agriculture Sponsored Programs Office, 242 Agriculture Hall, no later than 5 p.m., November 30, 2005. Awards are anticipated to be effective by January 3, 2006. First year awards will end December 31, 2006. Second year awards will end December 31, 2007. If we can provide any additional information, please call Dr. Westerman or Dr. Trapp at 744-5398 or Jan Madole in the Agriculture Sponsored Programs Office at 744-7196.
